Description
When running in my development environment, with a cleaned down $TAVERNA_HOME, the T2 plugin is always disabled and I have to enable it and restart Taverna.
Quite likely down to my environment, but needs double checking before the release.
The plugins.xml defined in the startup location, also needs <enabled>true</enabled> defined (unlike the plugin definition hosted at a plugin site)
