Description

Even if you specify -outputdoc and -report WorkflowLauncher still creates an empty directory with the name of the workflow + _output relative to the location of the workflow document.

the directory is not created unless no options are specifed or the -output option is specified.
The progressReport.xml is only generated if an output directory is created or -report is specified.
