[#TAV-321] Open workflow location does not do Offline-handling - myGrid

Description

In Taverna 1.4 the user can load workflow offline; useful feature when services are down. In 1.5 this only works (automatically) when loading from file, not from location.

Example: Loading http://workflows.mygrid.org.uk/repository/myGrid/PeterLi/AffyIdToGeneAnnoation(NFKBIE)_final.xml offline in 1.4 works, while in 1.5 it will hang until timeout. There is no way to actually load this in Offline.

Related issue: Taverna 1.4 under Windows also misses the Offline button.

However, in 1.5, we no longer "load" a workflow, we open a new one. So we need a way to open a new one in offline mode.

Fixed in OpenWorkflowFrom*Action. Note that the URL loading no longer hangs Taverna either.
