For better communication we wish to be able to send notication emails for all users within sysmo seek.
Needs a simple form to provide a message to be sent to all users, with a link in the email to opt out of future emails.
Would be useful to be able to define registered/all users before sending the message.

Should be absolutely an ADMIN only feature, accessible through the admin page.
